CLIENT ELIGIBILITY POLICY - NOVEMBER 17, 2011

SMART is a specialized public transit service supported by its member municipalities for the use of residents who meet certain eligibility criteria.

Service is only available to clients residing within member municipalities. At this time, those municipalities are: Arran-Elderslie, Brockton, Hanover, Kincardine and West Grey. Inquiries from residents of other municipalities must be forwarded to the Dispatcher or Manager.

The Ontario Ministry of Transportation establishes the following base criteria:

- Persons physically unable to climb 3 steps to board a conventional transit vehicle
- Persons physically unable to walk 175 meters (570 feet) unaided

Generally, service is restricted to those who cannot because of their physical or mental challenges travel by conventional transit or taxi.

Service is also provided to residents over the age of 65 in the following municipalities:

- Arran-Elderslie
- Brockton
- Hanover
- West Grey

Clients who are returning to their home which is in a non-member municipality from a hospital or care facility in a member municipality shall receive that service which shall be a single one-way ride as they are considered residents of the member municipality while at and leaving the hospital or care facility.

Clients are expected to have fully completed a Client Registration Form before they receive service. Drivers shall carry blank Client Registration Forms to distribute to new clients as necessary. If doubt exists regarding the registration of a client, please contact the Dispatcher for clarification.

Please note – a Doctor’s Certificate may be required.
